Chart of Accounts
PCN 2020 — delivered and maintained
The Plan Comptable Normalisé 2020 is Luxembourg's standardized chart of accounts, required for eCDF annual filings. Fisqal delivers it inside Business Central.
Delivered via Localization
The full PCN 2020 chart of accounts is included with Fisqal Localization for Luxembourg. Install the app and the complete account structure is ready to use — account numbers, descriptions, account categories, and eCDF mapping all preconfigured to match the official Luxembourg standard.
Always up to date via Managed Data Service
The PCN evolves — accounts are added, descriptions change, eCDF mappings are updated by CTIE. Our Managed Data Service app pushes these updates directly into your Business Central environment. No manual maintenance, no risk of filing with an outdated chart.
How it works together
Fisqal Localization delivers the PCN 2020 at installation time. The Managed Data Service subscription keeps it current — when CTIE publishes changes for the next fiscal year, the updated chart is pushed to your environment automatically. The eCDF validation rules in Fisqal are updated in parallel, so your chart of accounts and your filing logic are always in sync.
Intrastat
STATEC reporting via IDEP.web
Luxembourg companies trading goods within the EU must report Intrastat data to STATEC. Fisqal generates the report directly from Business Central.
STATEC-compliant Intrastat report
Fisqal includes a dedicated Luxembourg Intrastat report that collects dispatch and arrival data from your purchase and sales documents. Commodity codes, country of origin, transaction nature, transport mode, net mass, and statistical value are all pulled automatically from Business Central.
Ready for IDEP.web
The report output is formatted for direct upload to IDEP.web— STATEC’s online portal for Intrastat declarations. No re-keying, no spreadsheet conversions. Export from Business Central, upload to IDEP.web, done.
What is IDEP.web?
IDEP.web is the electronic declaration platform operated by STATEC (Institut national de la statistique et des études économiques du Grand-Duché de Luxembourg). All Luxembourg-based companies that exceed the Intrastat reporting thresholds must submit monthly declarations for intra-EU arrivals and dispatches through this portal. Fisqal automates the data collection and file preparation so your team spends minutes, not hours, on each monthly submission.
Under the hood
Why automatic CTIE validation matters
Every eCDF export must pass hundreds of CTIE validation rules before Luxembourg authorities accept it. Fisqal checks them all — automatically, inside Business Central.
117 pages of rules. For one report.
The “Plan Comptable Normalisé” (Annual Accounts) alone comes with a 117-page CTIE validation document — updated every year. Each field has mandatory checks: value ranges, cross-field dependencies, conditional sums, balance verifications, and format rules. A single field can reference 4–8 other fields in complex formulas.
And that’s just one report. The same level of complexity applies to the VAT return, the profit & loss statement, the balance sheet annexes, and every other eCDF declaration type. Altogether, thousands of individual validation rules must be implemented and maintained.
What this means for you
Without automatic validation, your accountant manually checks every field against a 117-page PDF — or submits and waits for CTIE to reject it. With Fisqal, rules are checked in real time inside Business Central. Errors are flagged before you export. No rejected filings, no back-and-forth with the authorities, no guesswork.

Fisqal Localization for Luxembourg is designed, developed, and supported entirely in Luxembourg.
Frequently Asked Questions
Common Questions
What is CTIE approval and why does it matter?
CTIE (Centre des Technologies de l'Information de l'État) is the Luxembourg government agency that approves tax software for electronic declarations. CTIE approval means our app meets the technical requirements for electronic tax declarations. It's mandatory for VAT and eCDF submissions in Luxembourg.
Can I use Microsoft Dynamics 365 Business Central in Luxembourg without Fisqal?
Business Central has no built-in Luxembourg localization. Without Fisqal, you cannot file VAT returns, generate eCDF reports, or produce FAIA audit files from BC. Fisqal is a CTIE-approved solution that adds this directly inside Business Central.
What is eCDF and how does Fisqal handle it?
eCDF (electronic Collection of Financial Data) is Luxembourg's mandatory electronic filing system for annual accounts and tax declarations. Fisqal generates eCDF-compliant XML files directly from your Business Central data, validated against CTIE rules before submission.
Does Fisqal handle multi-language and multi-currency for Luxembourg?
Yes. Fisqal supports the three official languages of Luxembourg (French, German, Luxembourgish) and English. Multi-currency is handled natively by Business Central, and Fisqal's VAT and reporting logic works correctly across all currencies.
How does automatic CTIE rule validation work?
CTIE publishes validation rule documents for each eCDF declaration — the Plan Comptable Normalisé alone has 117 pages of rules, updated yearly. Fisqal implements these rules as code inside Business Central: field ranges, cross-field dependencies, conditional sums, and balance checks. Your data is validated in real time before export, so rejected filings are eliminated.
Does Fisqal generate the STATEC Intrastat report for Luxembourg?
Yes. Fisqal includes a Luxembourg-specific Intrastat report that collects dispatch and arrival data from your purchase and sales documents — commodity codes, country of origin, transaction nature, transport mode, net mass, and statistical value. The output is formatted for direct upload to IDEP.web, STATEC's online Intrastat declaration portal.
Does Fisqal include the PCN 2020 chart of accounts?
Yes. The full Plan Comptable Normalisé 2020 is delivered with Fisqal Localization for Luxembourg — account numbers, descriptions, categories, and eCDF mapping are all preconfigured. Combined with our Managed Data Service app, the chart stays automatically up to date when CTIE publishes changes for new fiscal years.
How do I get started with Fisqal Localization for Luxembourg?
Install Fisqal from Microsoft AppSource directly into your Business Central environment. The app includes setup wizards for VAT, eCDF, and FAIA. For assisted setup, contact SK Consulting — we typically configure the full localization in 1–2 days.
